The fundamental question is: since bottoms are far rarer than tops and also live in a small, segregated number of places (in contrast to how tops have been spread out more or less everywhere), well, how do we properly manage a fair, equitable distribution of bottoms?
Maybe bottoms should be gathered at certain huge complexes right by geographic transportation centers, just like we've already got Amazon warehouses, and then bottoms can be sent out house by house or apartment by apartment via special delivery?
Should we think of bottoms as, basically, diamond jewelry? Or rare books? Or really heavy computer parts?

Bottoms are already in an unequal power position. If tops are given a basic income alongside bottoms, they could organize against them, leading to actual oppression. Bottoms would require a large enough basic income to support both themselves and the top. To maintain the power dynamic, however, an association would need to be created to transfer a portion of the bottom's basic income to the top. If the relationship is ever dissolved, the association would reallocate the bottom's basic income to the bottom, with the top having to find a new bottom (or register as a bottom) if they want a basic income.
Only by making bottoms as comfortable as possible and requiring the top to compete in actual society will the optimal power dynamic be assured.

far rarer in my life experiences, but then again.. I tend to gather a lot of bottom attention. Regardless, the answer is simple. We revert to the old ways of human beings and hold great gatherings where tops and bottoms congregate in celebration; peacocking towards one another where a top can choose and bottom, and vice versa through symbolic necklaces. It's a very ritualistic, traditional, yet informal process where tops and bottoms can choose their lifelong partner.

Then again, my standards are higher than some other tops. -- Even if I have to train the bottom myself. It can be a long and difficult process, but I've cut diamonds from the rough before.
